Students in my classroom are all encouraged to participate in class discussions. Often, they are called upon at random, in which case they are allowed once per class to "phone a friend," asking for help if they are not sure of their answer. Students are encouraged to take risks and make mistakes, as errors are both conducive to learning and can highlight misconceptions that are occurring, usually for more than one class member.
Responses in the classroom are not allowed to be personalized. This means that the students respond to what is being said rather than to the person saying it. Students are expected to listen to one another, letting everyone finish what they are saying before formulating a response.
Though rarely necessary, I, as the teacher, intervene or redirect discussion if students get off topic or if it seems that a statement or line of discussion might be construed as disrespectful or might escalate.
